Industrial heat pumps (IHPs) offer manufacturers a high-impact opportunity to reduce energy use, enhance industrial competitiveness, and cut greenhouse gas emissions by electrifying low- to medium-temperature process heat. With growing market interest, state policymakers are in a critical position to accelerate deployment, scale domestic manufacturing, and create long-lasting, good-paying jobs that support a cleaner, more competitive industrial economy.
This document outlines policy tools for state agencies, legislators, utilities, public utility commissions (PUCs), and economic development authorities to advance IHP deployment, production, and workforce development. State agencies can take the lead to convene stakeholders from across these groups to develop and advance the actions in this brief in a coordinated fashion.
